为什么现在就做
因为当前真正影响后续扩展成本的是供给侧对象层级和入口结构；先把后台壳子做进项目，后面接 onboarding、审核和统计时才不会反复改导航。
模块入口
模块五 Day 9 已把 Developers 的 identity review、endpoint catalog、service offerings 与 onboarding queue 子路由预留出来，后续接真实 verification、endpoint 管理或 offering mutation 时可以直接落在这些入口。
